I think 1 year and 260 days is enough for Vegeta to surpass Goku Namek.

3 years later I think Vegeta should be able to surpass Yardrat Goku.

Vegeta just did not acquire Super Saiyan here. It doesn't make sense for him to.

There's about 4 good plot points why he didn't and none that he did.

 Gohan was appeasing Trunks when he talked about his uniform, so why not include Vegeta if he still hadn't surpassed him, considering that's Trunks' father? Or when Trunks specifically asked about Vegeta, and all Gohan said was he was very powerful?

 If we're talking the manga, the androids would've likely killed Vegeta before he achieved Super Saiyan in that timeline, since it wasn't like he had 2 years to do it like the TV special gives him.

And he's banned. Darn, we lost a major lifeblood.
